MATBUS Studies and Plans
Periodically, MATBUS and/or its partners will conduct studies to research options for future investment in the transit system. These are available to the public for viewing, and often involve public comment while in development.
Transit Development Plan
The Transit Development Plan creates a five-year plan for the MATBUS system. It includes everything from route planning to staffing to asset management. The plan provides options for system changes based on available funding levels. While not every option may be implemented, it provides background and direction for MATBUS decisions.

Transportation Improvement Program
The Transportation Improvement Program is a compilation of significant surface transportation improvements scheduled for implementation in the Fargo-Moorhead metro during a four-year period. It is developed with local governments, and the North Dakota and Minnesota Departments of Transportation. The report includes streets, highways, bicycle and pedestrian facilities, and public transit.
Capital Improvement Plan
This plan shows projected spending on capital projects like buses, passenger shelters, and facility equipment.
Transit Asset Management Plan
The Transit Asset Management Plan outlines the process for procuring, operating, maintaining, and replacing transit assets.
Transit Facility Study
The MATBUS Transit Facility Study was developed to address several short, medium, and long-range facility-related issues faced by MATBUS. It evaluated four primary points of need - the Metro Transit Garage, West Acres Transit Hub, Ground Transportation Center, and minor hub/bus stop needs.
